I Don't know what u mite think, but i'm convinced the scout is a precision class.

Think.
he:
requires good aim
can't shoot more than one person efficiently
can"t take hits (is not a combat class)
requires movement skill
dishes out semi-auto death (not explosive and auto)

who does this remind you of? That's right, the spy and the sniper! except spy doesn't require good aim and the sniper doesn't require movement skill.

That being said, any weapon or item that gives the scout more health, defense, or multi-enemy destruction capabilities is a no-no.

I guess healing's okay. it does help him on its own, but i wouldnt know, cause i own xbox :(
